The Butt of a Joke... Sort Of. This week during a commencement speech for the graduating class of the U.S. Coast Guard Academy, President Biden’s joke fell short. The President tried telling the same joke that former President Ronald Reagan told in 1988, “The Coast Guard is that hard nucleus about which the Navy forms in time of war”, only Biden fumbled the joke…The President then scolded the graduating class calling them “dull” for not laughing at his fumbled joke.
