MIDDLEBOROUGH, Mass. (WBZ NewsRadio) — The man Middleborough Police say raped a 19-year-old cognitively challenged adult student at the Chamberlain International School has turned himself in.
Phillip Houtman, 28, was an overnight staff member at the school who has worked there less than a year. Police said they received an allegation he sexually assaulted the student on September 30.
The department said Houtman turned himself in at Wareham District Court Friday afternoon.
Houtman is charged with two counts of indecent assault and battery on a person with an intellectual disability, rape, assault to rape, and open and gross lewdness.
